Perhaps offer a warper to a custom map with some reasonable non-elemental equips for each class.
Also maybe add within each weapons dealer npc some dialog option like "I'm looking for something
with a little more bite/kick/punch/etc" which could initiate an item gathering quest which could end
with the creation of a mid-range elemental weapon.

Also I forgot to add, perhaps make the quest weapons account bound so people can't quest spam and sell
them like crazy, negating the need or desire for someone to do the quests. =D

The HR server could and probably will have something like that.
On the LR though, it's out of the question.
